Agência Minas Gerais | Governo realizará oficinas temáticas para consolidar fase diagnóstica do Plano Metropolitano de Habitação

No intuito de contribuir para uma crescente garantia do direito à moradia adequada – reconhecido em 1948 a partir da Declaração Universal dos Direitos Humanos e garantido no art. 6º da Constituição Brasileira – o Governo de Minas, por meio da Agência RMBH e Secretaria de Estado de Desenvolvimento Social (Sedese), realiza a construção do Plano Metropolitano de Habitação de Interesse Social da Região Metropolitana de Belo Horizonte (PMHIS-RMBH).

Para consolidação dos trabalhos técnicos na etapa diagnóstica do plano, serão realizadas no período de 5 a 8/3 Oficinas Temáticas on-line com representação dos municípios, entidades, sociedade civil e demais atores que reconhecem a importância e envolvimento com a pauta.

O PMHIS-RMBH foi estruturado para oferecer um conjunto de diretrizes fundamentais à evolução da política habitacional, assegurando o direito à moradia digna. O plano deverá trazer elementos para que os agentes públicos e privados possam enfrentar os desafios urbanos relacionados à escassez de infraestrutura, à carência de saneamento básico, à falta de acessibilidade, à fragilidade das estruturas habitacionais e do ambiente ao seu redor, entre outros aspectos. Este processo de construção do PMHIS-RMBH está dividido em quatro etapas distintas: Proposta Metodológica, Diagnóstico, Plano de Ação e, por fim, Resumo Executivo.

Na presente fase diagnóstica foram previstas atividades de coleta de dados quantitativos e qualitativos, incluindo pesquisas e diálogos com pessoas e instituições envolvidas na política habitacional em diferentes níveis – estadual, regional e municipal. “Isso inclui as Oficinas Temáticas virtuais que irão acontecer na próxima semana. Cada entidade desempenha um papel essencial nesse processo, e o encontro abordará o processo de elaboração do plano, destacando estratégias específicas para a coleta de dados em toda RMBH e no Colar Metropolitano. Além disso, as oficinas não são apenas momentos de aprendizado, mas também oportunidades valiosas para o diálogo direto com instituições envolvidas na política habitacional”, comenta a chefe do Núcleo de Assessoramento Técnico Especial, Clarice Vale.

Confira as temáticas abordadas em cada oficina e participe:

Dia 5/3, às 14h30 – Conflitos Fundiários: abordará a complexidade dos conflitos fundiários, em que a disputa por espaços urbanos confronta o direito à propriedade com sua função social. Nos casos de disputa possessória, frequentemente resultam em despejo de famílias, tornando-se uma demanda habitacional essencial.

Dia 6/3, às 14h30 – Mudanças Climáticas, Riscos e Desastres: esta temática destacará os impactos das mudanças climáticas nos eventos extremos, afetando principalmente comunidades vulneráveis que buscam moradia em áreas inadequadas e com infraestrutura básica precária.

Dia 7/3, às 9h30 – Necessidades Habitacionais e Produção de Moradia (subtema produção de mercado).

Dia 7/3, às 14h30 – Necessidades Habitacionais e Produção de Moradia (subtema produção social): será reconhecida a diversidade de agentes na produção habitacional, tanto vinculados ao mercado quanto como produtores sociais e organizadores de demandas habitacionais. Esta abordagem está alinhada com a política nacional de habitação, que reconhece a importância de diferentes atores na promoção de soluções habitacionais. 

Dia 8/3, às 14h30 – População em Situação de Rua: o diagnóstico elaborado pelo governo federal, embora base referencial, possui limitações e precisa ser complementado com dados do Censo e outras fontes nacionais e locais.
