Servidores e gestores trataram sobre recursos, desafios e expectativas para o campus
Reunião da Reitoria Presente no Campus BarretosO primeiro encontro de 2024 da Reitoria Presente aconteceu no Campus Barretos na terça-feira, 5 de fevereiro. Servidores docentes e técnicos administrativos puderam dialogar e esclarecer dúvidas com a equipe da gestão do IFSP. Os principais questionamentos foram a respeito de recursos para infraestrutura e a chegada de novos servidores.
Em relação aos recursos financeiros, o reitor Silmário Santos esclareceu que em 2024 o Instituto conta com R$ 2,5 milhões de reais para aquisição de novos equipamentos. E que tal como nos últimos anos, segue batalhando por emendas parlamentares para complementar. “Temos hoje R$ 35 milhões de emendas individuais e R$ 9 milhões de emendas de bancada; nossos recursos estão diminuindo nos últimos anos, e este é o pior orçamento de investimento dos últimos anos.”
A chegada de mais servidores, tanto para suprir necessidades urgentes como a biblioteca, e para permitir que o campus chegue ao modelo de dimensionamento 90/70, também foi um dos pleitos da comunidade. Silmário disse que essa é uma preocupação constante de consolidar os campi e prover todo o pessoal necessário. Com base na Lei Orçamentária Anual (LOA) deste ano, o reitor lamenta que haja poucas chances de haver concursos.
Uma expectativa é que a Secretaria de Educação Profissional e Tecnológica (Setec), do Ministério da Educação (MEC), libere códigos de vagas, e assim permitir mais dois ou três docentes para o campus.
Divisão do Instituto
Também sob a dependência de decisões do MEC, os servidores questionaram a respeito da divisão do IFSP que vem sendo falada há anos. O reitor relatou que até o momento não recebemos nenhum ofício sobre essa situação. “Tem sido impossível fazermos uma gestão próxima dos nossos campi, tendo em vista o tamanho que o IFSP está, está humanamente inviável”, desabafou Silmário.
Ele relembrou que o IFSP é o maior Instituto Federal do país em número de campus e de alunos, porém recebe uma verba de custeio e investimento igual a de IFs com menos da metade do tamanho. Isso também impacta na representatividade da nossa comunidade do
Conselho Nacional das Instituições da Rede Federal de Educação Profissional, Científica e Tecnológica (Conif), com apenas um representante.
Atividade docente
Outro tema abordado pelos servidores foi a possibilidade de mudança da Portaria 983 do MEC, que trata de carga horária docente, sobre a qual o reitor disse que está parada no ministério e não se sabe de avanços na discussão.
Também foi perguntado sobre o uso do Moodle, e a diretoria de Dados e Gestão Acadêmica da Pró-Reitoria de Ensino, Ana Claudia Daroz, esclareceu que ele pode ser usado como material de apoio, mas não é permitido a utilização da ferramenta para compensação de carga horária em cursos que são presenciais.
Pesquisa
Outra questão levantada pelos docentes foi a possibilidade de pagamento de Função Gratificada (FG) à atividade de coordenação de pesquisa. O pró-reitor de Pesquisa e Pós-Graduação, Adalton Ozaki, esclareceu que não existe amparo legal para esse tipo de gratificação, mas que pode haver um rearranjo do próprio campus, tendo em vista a quantidade de FGs que cada campus recebe e suas alocações.
Também sobre a área da Pesquisa, foi perguntado sobre participação das professoras em licença maternidade poderem participar de alguns editais de pesquisa. O pró-reitor disse que há uma preocupação de poderem incorporar a participação de cada vez mais mulheres em editais, sempre tendo em vista o mérito do projeto de pesquisa e a maior relevância, independentemente do tipo de afastamento em que o servidor possa estar no momento.
Devido ao período do recesso das atividades discentes, a reunião da Reitoria Presente com os estudantes do Campus Barretos ocorrerá posteriormente. Além do reitor e dos representantes das pró-reitorias de Ensino e de Pesquisa e Pós-Graduação, compareceram ao encontro os pró-reitores Bruno Luz (Desenvolvimento Institucional), Edmur Tonon (Administração) e Rafael Scarazzati (Extensão), e os diretores Fábio Cabral (Comunicação), Fernando Cesar Gomes (Infraestrutura) e Guilherme Leite (Gestão de Pessoas).
