O governador de Minas Gerais, Romeu Zema, acompanhado dos demais chefes de Estado integrantes do Consórcio de Integração Sul e Sudeste (Cosud), participou de uma série de compromissos com ministros e presidentes do Legislativo federal, nesta terça-feira (26/3), em Brasília (DF). Os principais temas discutidos foram a renegociação das dívidas dos estados e propostas para melhorar a efetividade das ações de segurança pública nos estados.
Pela manhã, o governador se reuniu com o ministro da Fazenda, Fernando Haddad, e o ministro das Relações Institucionais, Alexandre Padilha. Na ocasião, foi apresentada a nova proposta do Governo Federal para que os Estados renegociem suas dívidas com a União.
A principal medida apresentada é a redução da taxa de juros cobrada pelo Governo Federal, condicionada ao aumento das vagas de Ensino Médio Técnico. De acordo com a proposta, a correção da dívida, que hoje é realizada por IPCA mais 4%, poderia ter uma redução gradativa até chegar a IPCA mais 1%. Para isso, os Estados teriam que utilizar os recursos frutos dessa economia para investimentos em ensino profissionalizante, além de utilizar ativos para redução do estoque da dívida em valores que cheguem a até 20% do total devido.
A partir da apresentação da proposta inicial, os Estados e o Ministério da Fazenda devem iniciar uma série de reuniões para aperfeiçoamento do texto que será encaminhado ao Congresso Federal.
“A apresentação dessa proposta é um avanço muito importante. O Governo Federal demonstrou abertura ao diálogo e, agora, vamos em busca de ampliarmos as conversas para melhorarmos algumas questões. Uma delas está relacionada à necessidade de haver um desconto do estoque da dívida com base ao valor dos ativos que forem utilizados para amortização dos débitos”, afirmou o governador Romeu Zema.
“O segundo ponto é que Minas Gerais já fez um grande investimento em ensino técnico por meio do Trilhas de Futuro. Em dois anos, lideramos a expansão do ensino profissionalizante no Brasil com mais de 144 mil novas vagas, mais que o dobro de São Paulo. Então, isso precisa ser considerado. Não podemos agora ser penalizados por já estarmos fazendo o nosso papel”, concluiu Zema.
Após a reunião no Ministério da Fazenda, o governador participou de encontros com o presidente do Senado, Rodrigo Pacheco, e o presidente da Câmara dos Deputados, Arthur Lira.
Os governadores do Cosud finalizaram o dia de compromissos em Brasília no Palácio da Justiça, em reunião com o ministro da Justiça e Segurança Pública, Ricardo Lewandowski. Na ocasião, foram apresentadas demandas de possíveis mudanças na legislação para facilitar as ações de enfrentamento à criminalidade pelos Estados.
