O Governo do Estado celebrou, nesta terça-feira (26/3), os cinco anos do programa Transforma Minas – principal iniciativa de seleção, desenvolvimento e engajamento de lideranças do poder Executivo, gerida pela Secretaria de Estado de Planejamento e Gestão (Seplag-MG). Em evento realizado no auditório da Fundação João Pinheiro (FJP), em Belo Horizonte, foram apresentados os principais resultados do projeto estratégico, como a valorização da cultura de gestão de pessoas por mérito e competência.
Desde a sua criação, em 2019, o Transforma Minas promoveu 501 processos seletivos para lideranças para 24 órgãos e entidades do Governo de Minas. Além disso, gestores centrais e regionais participaram de ações de formação e desenvolvimento que somam mais de 100 horas de dedicação. O programa realizou, ainda, uma pesquisa com mais de 1.300 servidores para ampliar as ferramentas de fortalecimento do engajamento de líderes e equipes.
Os aprendizados da gestão de pessoas ao longo do programa foram destacados pelo vice-governador Professor Mateus. Ele lembrou que as ações de desenvolvimento de líderes são essenciais para estabelecer a cultura organizacional do Governo de Minas.
“Com o Transforma Minas, o Estado caminha para a profissionalização da alta gestão administrativa pública, sejam os gestores de carreira ou de recrutamento amplo. Trabalhamos com a premissa de profissionalizar a partir da modernização da realidade pública, e não da burocratização. Só assim somos capazes de entregar o trabalho que os mineiros esperam de nós”, afirmou.
Em vídeo exibido aos participantes do evento, a secretária de Estado de Planejamento e Gestão, Luísa Barreto, disse que a preparação dos líderes é importante não só para a organização interna do Governo, mas também para entregar serviços públicos de qualidade para a população. “Para que isso aconteça, precisamos também do engajamento de todos servidores. Esta é a frente do Transforma Minas que será aprofundada em 2024”, acrescentou.
Constante desenvolvimento
O secretário-adjunto de Planejamento e Gestão, Luís Otávio Milagres, agradeceu o apoio do Governo ao programa e reforçou que a iniciativa se tornou uma referência nacional em gestão de pessoas, especialmente por promover processos seletivos abertos, transparentes e competitivos.
“É muito difícil sair da rotina que nos demanda bastante para pensar projetos inovadores que sejam capazes de viabilizar a transformação cultural que o Estado precisa. Com o processo aberto do Transforma Minas, nós conseguimos identificar profissionais que podem fazer a diferença e nos auxiliar nessa transformação”, definiu o secretário.
A subsecretária de Gestão de Pessoas da Seplag-MG, Kênnya Kreppel, lembrou que o grande diferencial da iniciativa, lançada há cinco anos, é se manter em constante atualização. “Começamos em 2019 com a frente de Atração e Seleção e, hoje, já temos outras duas: Desenvolvimento e Desempenho e Engajamento. O Transforma Minas não é um programa pré-formatado, ele tem a premissa de acompanhar as demandas e as necessidades da Administração Pública e dos gestores, e se adaptar sempre ao contexto, para potencializar os ganhos e qualidade do serviço público”, salientou.
Exemplo para o país
As atividades do Transforma Minas contam com o apoio da Vamos – coalizão de organizações do terceiro setor, formada pela Fundação Lemann, Instituto Humanize e República.org – e da organização sem fins lucrativos Motriz, resultante da fusão, este ano, da Vetor Brasil e do Instituto Gesto.
A diretora-executiva do República.org, Helena Wajnman, frisou que a iniciativa mineira é um modelo a ser seguido por outros estados e municípios em que a coalizão Vamos atuar como consultora em projetos de gestão de lideranças.
“Temos um orgulho imenso de ver o quanto o Estado avançou. A experiência de Minas, por ser mais consolidada, é bastante utilizada como referência em muitos outros territórios onde estamos. Vocês mostram que essa mudança de cultura em torno da gestão de pessoas é possível, isso é um legado para o Estado e para todo o Brasil”, afirmou.
O destaque de Minas Gerais também foi ressaltado pela coordenadora de implementação de projetos da Motriz, Julimária Sousa. Ela destacou o preparo e o comprometimento dos servidores do estado com o desenvolvimento do programa. “Minas é um dos territórios que começou a ser acompanhado por nós, lá em 2019, e que hoje é o mais avançado nessa estruturação de políticas para gestão de lideranças”.
