Subsecretário de Governo Digital enumerou vantagens e benefícios disponíveis gratuitamente para as cidades paulistas
O SEI Cidades SP.GOV.BR está perto de alcançar a marca de 100 municípios em apenas duas semanas – parte destas adesões foram registradas no 66° Congresso Estadual de Municípios, em Campos do Jordão (SP), onde a Secretaria de Gestão e Governo Digital (SGGD) esteve presente. Na quinta-feira (14), o subsecretário de Governo Digital da SGGD, Thiago Waltz, participou do painel “Inovação e Transformação Digital no Poder Público”, no qual destacou a plataforma de gestão 100% eletrônica de documentos.
Totalmente gratuito, o Serviço Eletrônico de Informações (SEI) busca reduzir a burocracia e o uso de papel, aumentar a agilidade e segurança no fluxo das informações tramitadas, além de permitir o acesso dos cidadãos aos documentos públicos.
“O SEI faz parte de uma de nossas três estratégias transversais dentro da SGGD e do Governo de SP: o combate à burocracia, a busca por uma ótima gestão pública e a transformação digital do Estado”, afirmou o secretário de Gestão e Governo Digital, Caio Paes de Andrade.
Na abertura do Congresso, Thiago Waltz fez questão de ressaltar o avanço na transformação digital do Estado com o lançamento da Transferência Digital de Veículos (TDV), realizado na última terça-feira (12), pelo governador Tarcísio de Freitas.
Em seguida, citando a liderança de Caio na transformação digital no estado de SP, Waltz apresentou ao público o SEI Cidades SP.GOV.BR, sistema desenvolvido pelo TRF-4 e cedido ao Governo de São Paulo em acordo de cooperação assinado recentemente no Palácio dos Bandeirantes. Pelo acordo, a SGGD faz a gestão do SEI junto aos municípios com apoio estratégico da Prodesp.
“A parceria (com o TRF-4) permite que a Secretaria de Gestão e Governo Digital, em nome do governo estadual, autorize a utilização do SEI em todos os municípios paulistas. Para aderir, basta que os prefeitos ou responsáveis municipais façam a adesão. Em poucos minutos, é criado um documento eletrônico assinado via SEI pelo prefeito, e o município passa a fazer parte deste programa de integração entre estados e municípios”, explicou Thiago Waltz.
Mediado pelo vice-presidente da Associação Paulista de Municípios (APM), Marcelo Barbieri, o painel contou com as presenças de José Police Neto, subsecretário de Desenvolvimento Urbano do Governo do Estado de São Paulo; Tâmara Castro, coordenadora-geral de Governança Colaborativa e Gestão, do Ministério da Gestão e Inovação em Serviços Públicos; Juliana Ounap, Gerente de Gestão Documental da Empresa Dataway; Roger Willians da Fonseca, Chefe de Gabinete da Secretaria Municipal de Inovação e Tecnologia de São Paulo; Beatriz Rennó, consultora de Desburocratização do Sebrae-SP; e Vinícius Marchese, presidente do Confea (Conselho Federal de Engenheiros e Agronomia).
“O SEI Cidades é essencial, principalmente para aqueles municípios menores que terão acesso a essa alta tecnologia digital. O SEI tem grande importância para a integração de toda a gestão pública. Gostaria de parabenizar você, o Caio, o Kassab e o governador Tarcísio, pois esse projeto precisa ser implantado rapidamente para beneficiar a gestão pública do seu município”, destacou Marcelo Barbieri, vice-presidente da Associação Paulista de Municípios (APM).
Ao final, Waltz agradeceu aos presentes e convidou prefeitos e representantes dos municípios a conhecerem o Sei Cidades SP.GOV.BR: “a plataforma SP.GOV.BR traz soluções como a prova de vida, assinatura avançada, assinatura qualificada e permite também que vocês possam usufruir do ecossistema do programa Poupatempo. Caso desejem um serviço municipal digital disponível para todos os cidadãos do estado de São Paulo, nós faremos isso em cinco minutos, cadastrando na base integrada do estado de São Paulo, que alimenta também o programa Poupatempo e todos os serviços públicos estaduais”, finalizou.
