A Secretaria da Fazenda e Planejamento do Estado de São Paulo (Sefaz-SP) retoma o calendário de pagamento do IPVA 2024. Em março, os proprietários podem quitar o imposto de forma integral, sem o desconto, ou, para quem optou pelo parcelamento, recolher a terceira cota. O calendário de vencimento, de acordo com o final de placa dos veículos, segue até o dia 24 (veja na tabela abaixo).
Os veículos de placa final 1 precisam realizar o pagamento em 11 de março. O contribuinte que deixar de recolher o imposto fica sujeito a multa.
Assim como no ano passado, para não gerar confusão nos contribuintes que pagam o imposto de forma parcelada, a Sefaz-SP optou por deixar todos os vencimentos no mesmo dia do mês – a placa 1, por exemplo, tem os próximos em 11 de abril e 11 de maio.
A consulta do valor pode ser feita em toda a rede bancária ou diretamente no portal da Sefaz-SP, clicando aqui, mediante o número do Renavam e placa do veículo.
IPVA para caminhões
Os caminhões têm prazos diferenciados: o pagamento integral foi realizado em janeiro, com desconto de 3%.
Neste mês, a primeira parcela sem desconto deve ser recolhida até o dia 20 de março, por proprietários de caminhões e caminhões-tratores. Todas as placas têm vencimento no mesmo dia. O parcelamento segue em 20 de maio (segunda parcela); 20 de julho (terceira); 20 de agosto (quarta); e 20 de setembro (quinta).
O imposto da categoria pode ser pago, ainda, em cota única sem desconto até 20 de abril. Calendário completo pode ser conferido na tabela abaixo.
Formas de pagamento
A novidade para 2024 é o pagamento via Pix. A Sefaz-SP tornou mais rápido, facilitado e imediato o pagamento do IPVA, permitindo o recolhimento por meio de QR code junto a cerca de 800 instituições financeiras. Esse aumento na rede arrecadadora é o principal benefício do Pix para os cidadãos, especialmente para os “desbancarizados” e para aqueles que não mantêm conta nos grandes e tradicionais bancos, preferindo bancos digitais.
Para utilizar a modalidade, é necessário acessar a página do IPVA no portal da Sefaz-SP, informar os dados do veículo e gerar um QR code, que servirá para o pagamento. O QR code Pix tem validade de 15 minutos e depois expira. Não tendo sido pago, será necessário emitir um novo QR code (sempre pelo site da Sefaz-SP). Na tela do QR code, há um contador temporal de “tempo restante” indicando quando o código expirará. Ao ler o QR code com o aplicativo de banco ou instituição de pagamento, aparecerá a informação de que o pagamento é destinado à “Secretaria da Fazenda e Planejamento”, sob o CNPJ 46.377.222/0003-90 em conta do Banco do Brasil.
Continuam valendo as demais opções de recolhimento diretamente na rede bancária. Para efetuar o pagamento do IPVA 2024, basta o contribuinte utilizar o número do RENAVAM (Registro Nacional de Veículo Automotor). É possível quitar pela internet ou débito agendado, nos terminais de autoatendimento ou outros canais oferecidos pela instituição bancária.
Também é possível realizar o pagamento em casas lotéricas e com cartão de crédito, nas empresas credenciadas à Secretaria da Fazenda e Planejamento. As operadoras financeiras conveniadas têm autonomia para definir o número de parcelas e adequar a melhor negociação com o contribuinte.
Os valores pagos ao correspondente bancário são repassados ao Governo do Estado de forma imediata, e sem qualquer desconto ou encargo.

Licenciamento
Os proprietários que desejam antecipar o licenciamento anual deverão quitar todos os débitos que recaiam sobre o veículo, incluindo o IPVA, a taxa de licenciamento e, se for o caso, multas de trânsito.
Atraso de pagamento
O contribuinte que deixar de recolher o imposto fica sujeito a multa de 0,33% por dia de atraso e juros de mora com base na taxa Selic. Passados 60 dias, o percentual da multa fixa-se em 20% do valor do imposto.
Permanecendo a inadimplência do IPVA, o débito será inscrito na Dívida Ativa, além da inclusão do nome do proprietário no Cadin Estadual, impedindo-o de aproveitar eventual crédito que possua por solicitar a Nota Fiscal Paulista. A partir do momento em que o débito de IPVA estiver inscrito, a Procuradoria Geral do Estado poderá vir a cobrá-lo mediante protesto.
A inadimplência do IPVA impede o novo licenciamento do veículo. Após a data limite fixada pelo Detran para o licenciamento, o veículo poderá vir a ser apreendido, com multa aplicada pela autoridade de trânsito e sete pontos na Carteira Nacional de Habilitação (CNH).
