O Governo de Minas inicia, nesta quinta-feira (7/3), em Paris, na França, sua participação, a convite do Programa das Nações Unidas para o Meio Ambiente (Pnuma), no “1º Fórum Global da Construção e do Clima”, na França. O vice-governador Professor Mateus e a secretária de Estado de Meio Ambiente e Desenvolvimento Sustentável (Semad), Marília Melo, representam Minas Gerais na edição de estreia do evento internacional.
Minas foi o único estado subnacional brasileiro a ser convidado a participar. Além disso, entre os originados da América Latina, estão previstos apenas três: MG e outros dois do México.
“O Governo do Estado foi convidado com o objetivo de discutir, com representantes de todo o mundo, ações práticas para as construções e mudanças climáticas que podem ser implementadas tanto para as construções existentes, mas, especialmente, para futuras edificações, na linha de descarbonização do setor de construção”, explicou a secretária Marília Melo.
Minas Gerais leva para as mesas temáticas alguns dos avanços em andamento e já executados com foco no compromisso global de neutralizar as emissões líquidas de gases de efeito estuda até 2050, como primeiro Estado da América Latina e do Caribe a aderir à campanha internacional Race to Zero.
“O Governo de Minas tem atuado significativamente no propósito de fomentar e colocar em prática ações em prol do desenvolvimento sustentável, da descarbonização da economia mineira e do aumento da resiliência territorial diante dos eventos climáticos extremos”, afirmou o vice-governador.
“Temos reforçado o objetivo de unir setores público e privado para as discussões e, ainda, nos posicionado mundialmente, entre grandes líderes globais, para enfrentamento às mudanças do clima. Nosso trabalho tem sido frequente, mobilizados com parceiros nacionais e internacionais, para viabilizar e implementar políticas efetivas de mudanças climáticas”, completou Professor Mateus.

O Estado terá dois momentos especiais para compartilhar suas experiências positivas, propostas e ações nos dois dias de programação. Na quinta-feira (7/3), em mesa com representantes de governos locais, o foco principal será a descarbonização das construções já existentes e avanços realizados nesse sentido. Já na sexta-feira (8/3), será o momento de abordar as futuras construções, em nova sessão temática.
“As narrativas das cidades e dos edifícios estão interligadas. Hoje, mais de metade da população mundial vive em áreas urbanas e espera-se que as cidades cresçam em 2,5 milhões de pessoas, aumentando a percentagem urbana para 68% da população mundial até 2050. Aliás, o aquecimento global, por si só, já vem provocando a migração para centros urbanizados, o que indica potencial crise habitacional e energética”, apontou a secretária Marília Melo.
‘Nesse contexto, vêm sendo firmados compromissos internacionais significativos em prol da descarbonização do setor da construção, como a iniciativa Buildings Breakthrough, idealizada pela França e por Marrocos, lançada na COP28″, lembrou.
Outro ponto de destaque, segundo a secretária, é a eficiência energética, que se apresenta com maior peso no escopo do Plano de Descarbonização para o Estado de Minas Gerais (Plac-MG).
“Esta é uma das razões pelas quais uma das metas essenciais para Minas é a de promover a ampliação da eficiência energética das edificações públicas estaduais até 2040, assim como tornar a eficiência energética um requisito nas licitações de compras públicas e editais de projetos de infraestrutura até 2026″, observou.
“Nesse aspecto, as instalações de escolas poderão ser priorizadas, já que as características dessas construções viabilizam, por exemplo, a instalação de painéis fotovoltaicos”, acrescentou Marília.

O vice-governador Professor Mateus enfatizou, por fim, o objetivo de avançar com outros atores e líderes globais para uma cooperação internacional pela descarbonização nas construções.
“O desafio requer vários níveis de envolvimento e, nesta oportunidade, vamos alinhar propostas e resultados para acelerar o processo de redução de emissões de carbono no setor. Serão encaminhamentos importantes rumo à próxima Conferência da ONU sobre Mudanças Climáticas (COP 29)”, observou.

Nesta quarta-feira (6/3), na chegada a Paris, o vice-governador, a secretária de Estado de Meio Ambiente e Desenvolvimento Sustentável (Semad) e o secretário-geral Marcel Beghini participaram de uma reunião com o Ministério de Relações Internacionais da França.
“Nos reunimos com o Ministério para abrir novas frentes de financiamento e apoio técnico da França para aquilo que acontece no Brasil e, especialmente, para Minas Gerais. Já temos parcerias na área de meio ambiente, tivemos, anteriormente, parcerias sobre recuperação de áreas degradadas.
